Joseph Billy Jr.
Vice president of Global Security at Prudential, responsible for domestic and international security operations.
Billy joined Prudential in March 2008 after retiring from a 30-year career with the Federal Bureau of Investigation, where he had been assistant director of the Counterterrorism Division in Washington, D.C., responsible for all FBI counterterrorism matters in the United States and overseas.
Billy’s other positions with the FBI include supervisor in the Foreign Counterintelligence program; assistant special agent in charge of the FBI/New York City Police Department Joint Terrorism Task Force; and special agent in charge of the FBI Counterterrorism Division in New York City and the FBI field office in Newark, New Jersey.
Billy has a Bachelor of Arts degree from John Jay College of Criminal Justice and a Master of Arts degree in Public Administration from the University of Southern California. He is a member of the International Association of Chiefs of Police, Homeland Security Committee; Billy represents Prudential on the FBI-US Department of Treasury Terrorism Financing Working Group; The NJ Regional Operations Intelligence Center-Private Sector Working Group; and the Essex County NJ Chiefs of Police Association. Billy is also a member of the Advisory Board of Regulatory DataCorp, a for-Profit entity specializing in the development of risk management products for the financial services industry, and currently serves as Co-Chair of the Real Estate Roundtable Homeland Security Task Force.
In 2007, he was awarded the Presidential Rank Award for FBI Meritorious Executive from President George W. Bush; in 2009, he received the Distinguished Service Award from the New Jersey State Law Enforcement Officers Association; and in 2010 he was awarded the Ari Halberstam Memorial Award from the Jewish Children’s Museum in Brooklyn, NY.
Jeremy P. Russ

Lieutenant Jeremy Russ is a member of the New Jersey State Police, with over 19 years of experience in the organization. He is currently assigned to New Jersey’s fusion center, the Regional Operations & Intelligence Center (ROIC), and is responsible for coordinating private sector engagement through the Private Sector Advisory Group (PSAG). His various roles at the fusion center include maintaining and building trusted relationships among law enforcement, public safety, and private sector constituents through outreach and information sharing centered on New Jersey’s crime and threat landscape.
